In order for a CDM project to approved to generate CERs it needs approval from the Government of the host country from the Government of the buyer, and finally from from the United Nations. These approvals must be in place before the project can start generating CER. When the project is operating it must produce an annual monitoring report that also need approval from the UN before the CERs are issued.

First step on the road to approval is to prepare a project design document (PDD). The PDD will document the calculation of emission reductions, the sustainable development benefits of the project and describe how the emission reductions will be monitored after project implementation.

The PDD is used as basis for the applications of approval to the host country and buyer Governments. The PDD will also scrutinised by a third party validator accredited by the UN. When all these three parties have approved the PDD then it can be submitted for a final approval and registration by the UNFCCC. After registration the project can start generating CERs. The data collection and calculation of the actual emission reductions must be documented in a Monitoring report to be scrutinised by a verifier and approved by the UNFCCC before the CERs are issued.
